There are many fee-based organizations which arrange internships abroad. Often, they offer complete packages from arranging for an internship position to language or preparatory courses to assistance with accommodations and on-site supervision.
Besides many serious organizations, there are a few black sheep. The costs easily exceed several thousand euros.
