The University’s staffing levels are determined within teaching units by multiplying the budget positions in the academic service by the teaching load in contact hours per week (SWS) (teaching load hours) and adding them up. The teaching hours per week are regulated in the Teaching Obligations Ordinance (LVVO). (This means that the positions and standard values for the teaching load are used and not the actual teaching load of the actual employees.)
The workload for the degree programs load is calculated by determining the average teaching load in SWS (contact hours per week) per student on the basis of the curriculum and the group size stipulated for the courses. This is the curricular value, which must lie between defined values according to the KapVO. After taking into account the attrition (drop out) rates in the degree programs, the admission numbers are set so that at least 100 % of the available teaching capacities are actually used in the degree programs with the curricular value per student. Degree programs without admission restrictions are allocated to teaching capacities as required. However, there will be no admission numbers calculated for them. The admission numbers are decided on by the Capacity Committee around February and this committee proposes them to the MWK. The MWK decides on these proposals and issues the annual Admission Numbers Ordinance (ZZVO), which is usually published in the Official Gazette (GBl) around the middle of the year.
At the University of Hohenheim, the Vice President for Academic Affairs is responsible for calculating the capacity. The “Reporting and Personnel Budgeting” unit in the Human Resources Department carries out the capacity calculation on his behalf.
