Capacity calculation

All the universities in Germany are legally obligated to carry out a capacity calculation each year. In Baden-Württemberg, the capacity calculation is regulated in the Capacity Regulations (KapVO).

Capacity calculation determines the annual capacity of a university, i.e. the number of students that can be admitted for each study program with restricted admission. The annual admissions capacity is calculated on the basis of the staff at the university and the curriculum.

The University’s staffing levels are determined within teaching units by multiplying the budget positions in the academic service by the teaching load in contact hours (teaching hours) and adding them up. The teaching loads are regulated in the Teaching Load Ordinance (LVVO). (This means that the budget positions and standard values for the teaching loads are used here and not the actual teaching loads of the actual employees.)

The degree program workload is determined by calculating the average teaching load in contact hours per student based on the curricula and the specified group sizes in the courses. This is the curricular value, which according to the Capacity Ordinance (KapVO) must lie within defined ranges. After taking into account the attrition rates in the degree programs, the admission numbers are to be set in such a way that at least 100% of the available teaching capacities are actually utilized in the degree programs with the curricular value per student. Appropriate teaching capacities are allocated to degree programs for which there are no admission restrictions, but no admission numbers are calculated for them. The Capacity Committee decides on the admission numbers around February and proposes them to the Baden-Württemberg Ministry of Science, Research and Arts (MWK). The MWK decides on these proposals and issues the Admission Numbers Ordinance (ZZVO), which is usually published in the official gazette (GABL) in May.

At the University of Hohenheim, the Vice President for Academic Affairs is responsible for the capacity calculation. The “Reporting and Controlling” unit in the Human Resources Department carries out the capacity calculation on her behalf.
